Shipping not being charged nor shipping method displayed

I have started having problems with our shipping method not being displayed and also Paypal sometimes will not charge any shipping, despite having everything set up correctly. I have not changed anything in my shipping calculations or methods and it just out of the blue started saying in the shipping details that "You haven’t added any shipping details." This is despite my having everything set up correctly for shipping. Then the next order it will correctly state 'Standard Shipping.'
There is no rhyme or reason to it and now I just had an international order come thru where Paypal did not charge a cent for shipping! This is costing us money as it's not the customers fault they weren't charged. Is anyone else experiencing these issues?? It apparently is a glitch in the Paypal system that needs to be fixed. I have even gone in and resaved my shipping calculations and settings but it still goes back and forth on what it displays in the shipping details and if it charges the correct amounts or not. Help!

When I was having this issue a couple of days ago (no shipping being charged). I loaded my checkout page in Internet Explorer and it showed the new looking checkout page that didn't have the shipping calculating window (or have the shipping listed).
Since then I have had 2 transactions that HAVE charged the shipping. I realize it is possable that these buyers happned to use Firefox (which never seemed to have an issue), but I decided to try Internet Explorer again. It now appreas that the check out page on PayPal looks as the classic checkout page did (as Firefox does) and it has the shipping calulating window there.
So maybe they have rolled back their changes that they made and hopefully decided to test things before making changes in the future.
PS: In the 2 years I have been using PayPal as a seller....I have not seen one change that was for the better. All seem to be to hide the fees they cahrge from direct view or do other things that are bad (make it so I have to make 3 times as many button clicks when shipping because the newer shipping interface will not remeber my printer / lable maker preferances or making it so the info windows will not auto fill in with the newer pages). Nothing is improved and I can list multiple things that have been made worse by their pointless changes. I always select "Classic" whever possable as the original pages are always better, simpler and have more useful information. So my advise to PayPal is to leave things alone and at the very least test any chages you make bofore rolling them out.

They did not roll back their changes as far as I can see. I think it depends on the server that your browser hooks up to, which is why on my IE11 I did get the shipping, whereas the PayPal rep (using IE11) did not. I just tested this on Edge and it's going to the new checkout webapp. From what I can see, the shipping method, when using PayPals web app, is grayed out, and thus no shipping.
It's a week later and still nothing 😞

It wouldn't make sense for them to have different version deployed across different servers. If you're fetching a working new version and the tech isn't (with the same browser), it could be that the tech is pulling up a cached page. You would think they'd know better...

This issue may have been fixed. I've got three online stores. For the past week or so shipping would sometimes display and sometimes not display randomly on all three stores. However, in the past 24 hours, two of the stores have been consistently showing the correct checkout page with shipping included. The other store still goes to a different looking checkout page that is not as user friendly, however, it does eventually display and add the correct shipping cost once you go through the order and make a payment. Anyone else notice this seems fixed or are people still having issues? Thanks!

I had the issue on all of my transactions (4) from October 1st - 3rd. Since then I have had 4 transactions and all of them charged the correct shipping.
As I said before, I was seeing a new checkout page with IE on Oct 3rd. It did not show the shipping or the shipping calculator window. Since then, I am seeing the classic checkout that shows the shipping charge and shipping calculator window.

Just got off the phone with Product Site Support and they are saying the issue *hasn't* been fixed but that would "hopfully be fixed by the end of the day". I replied that of course, we all "hope" or "wish" that the issue would be fixed, and asked if she meant that it was likely to be fixed in that time frame, but she very carefully stick to the wording "hopfully", which is completly non-commital response, for the purposes of damage control.
I kind of suspect that they might be the last to know if the issue has been fixed or not.
I am confidant the issue is not with any of my buttons, as shipping was not charged via a particular button over the weekend, while the same button used yesterday did result in shipping being charged.
I asked if they could just credit my account for the shipping that should have been charged, that way, I could just ship the orders. The last thing any of us want to do would be to post a notice on our sites that informs our customers that PP sometimes charges for shipping and sometimes they don't - this would quickly errode trust in using PP as a method of payment - basically a suicidal move on our part.
If anyone has any evidence that the issue has in fact not been fixed yet, please post here and let us all know

Still not fixed. Had an order come through late last night with no shipping charged on it.

So is PayPal covering the shipping costs we occur on this? Almost a month of shipping charges not received.
