Refund When There are no Money in my Balance

Someone opened a claim. I followed the steps to offer the refund.
Thing is, paypal wants me to have money in my balance, although the money from the buyer never entered my account, they we re held by paypal until the item would arrive to the customer. How do I offer the refund?

You can 'only' refund via cleared funds in your paypal balance OR via bank transfer from a linked bank account.
Advice is voluntary.

So, if I give the guy his money back from my own, will I recieve my money back from PayPal?

did he open a case of item not received?
if so,where is the item now?
if it is on its way,you may want to wait else if you refund now,you wont get your item or your money
