Paypal doesn't let customer pay with credit card

Hello,

I am running woocomerce and i wanna let perople pay with credit cards if they dont have paypal.

The screen i am getting however is this

 Also a few days back that I could see the option "Pay with credit card" the customer was forced to create an account later which I don't want!
The next day I tried the customer was NOT forced to create an account. What is happening? This is really confusing. I have a business account and i did not change a single thing in any of these cases!

it is to your benefit that your customer open a paypal account,so you get Paypal seller protection.

I just want to let my customers checkout without creating an account. I can't understand why sometimes this is possible, and some times they are forced to create an account. Paypal makes this desicion based on what exactly? Should't I be able to control whether or not I want to enable this??

Go to your PayPal profile and then select "my selling tools".

Then go to the website preferences options, click on update, and then scroll down to the PayPal Option and change that to On.

Then save your settings.

As a buyer my choice is always use a credit card directly and NOT use PayPal for payment funding.
