PayPal Debit Card "Deactivated"?

Hello All:

On September 09, 2016 I received an email stating "For security reasons, we deactivated your PayPal Debit Card. Please call if you have any questions." However, when I try calling I get no one to help me, I'm just on hold for hours.

Does anyone know how to fix this?

Is your Paypal account linked to your bank account?

Has there been any incident where you use your debit card and the bank fund is not available?
