Paypal is country specific so if you move country you have to open another paypal account in that country and add an address / phone number / and bank accounts from within that country.

Then you shouldn't have opened a PayPal account if you were in a region where such services were not available yet which is a terms of service violation of PayPal UAE anyway.
Withdraw the money to your debit, credit or prepaid card. If you have your life savings in there you may need to withdraw a bit at a time. When balance is zero, remove all cards. Close the UAE account. Then set up Egypt account.
