It sounds like a technical error. Have you tried contacting your website provider or other places, like eBay or Amazon, for technical support? If not, then you should contact them first. If you have, you should then contact PayPal's technical support by phone at https://www.paypal.com/selfhelp/contact/call or by email at https://www.paypal.com/selfhelp/contact/email. For suggestions as a new payment provider, the only other one I can think of is 3d Cart but, keep in mind, that by switching could cripple your business because a lot of people trust PayPal - unless if you decide to only be a brick-and-mortar store. You might want to take a look at the overall amount of how many people choose PayPal versus other payment methods you provide.
