I can't find out how Paypal pays interest to those who choose to keep funds in their account? Is there a spreadsheet somewhere with the interest / minimum balance shown? Specifically want to know the interest rate for over 10k kept in account.

PayPal balances do not earn interest for the account holder. If you want to earn interest, then transfer funds to an interest-bearing bank account.
From User Agreement:
"Any PayPal balance you hold represents an unsecured claim against PayPal and is not insured by the Federal Deposit Insurance Corporation (FDIC)."
