How can I get real help from Resolution Center? I have been waiting on the phone for 1+ hours...

There is one false claim about one transaction. We have provided the approval info through the email. No any update while suddenly, there is a "chargeback settlement" which sent to my account!!!
The notification email can't really reply. The "Report a problem" does not work for the transaction at all. There is no place you can put the extra info to the case. I am still on the phone which has been 1 hour 20 minutes. What kind of poooooooooooooor service!!!
Any input about to get a help from resolution center? Thanks!
