Returned item to seller they confirmed received and said refund to be issued. Opened a claim with PayPal because never received my refund. PayPal keeps emailing saying the have escalated and in 3 days if seller doesn't respond refund will be issued. I have received 2 of these messages and it has been over 2 weeks with no action just the run around.

Maybe you haven't described the problem clearly and concisely to the PayPal customer service agent with whom you spoke. Maybe you didn't try hard enough to reach someone who could help.
I'm still not clear of the real issue here.

I believe you have to escalate the case to get Paypal involved,Paypal would not escalate your case ,because in some cases,buyer and seller settled between themselves outside Paypal.
Go to the case in resolution center and see if it has been escalated,if not,do so.
BTW, if you have returned the item,is there a tracking which shows it has been delivered?
Did you upload the tracking to your case?
Is this an Ebay transaction,if so,open a case of item not as described on Ebay,Ebay will print you a shipping label to use for return,since you have already returned,just upload the tracking number to Ebay case.
