Getting a refund for paypal charges

I sent a request to my husband for cash to pay our taxes.  He sent the money but paypal deducted a fee like it was a payment for something, then wants me to print a shipping label.  How do I get the fee refunded.  My bad, he would have just sent it then there wouldn't be a problem.

You can refund the money.  You'll get the fee reversed, other than the $0.30.

He can re-send a friends/family but will need new funds as the refund would not be immediately available.
