The past few times I've sent money to friends or family I've been charged. Why? How can I get that fee back?

I used a debit card but up until a couple months ago it never charged a fee. I'm doing the same thing I've always done but now am being charged a fee when clearly it states it is free

friend and family is free if you use bank transfer or paypal fund,else there is a fee for processing card transaction as the card processor charges Pay pal a fee.
