Excessive Payment Amount?

Hi,

  I just tried paying eBay tonight and received this message "Excessive Payment Amount: This amount exceeds the payment limits on the account". I verified my Paypal information so I don't know what to do next? Where is the link to spending limits on my Paypal page?
