Customer Error Message When Paying Invoice - "This transaction is invalid..."

I emailed an invoice to a customer, and when they opened it to pay, they got the error message, "This transaction is invalid. Please return to the recipient's website to complete your transaction using their regular checkout flow." I re-invoiced and she got the same error.

Just United States. She doesn't have a paypal account, so she clicked the button to checkout without an account and pay with a credit card, and this happened both times I invoiced her.

Perhaps the credit card is not accepted.
Perhaps a browser issue.
Perhaps an invoice issue.
