Cannot Use PayPal Anymore

I recently woke up to the message of me not being able to use my PayPal account anymore. I have over $1,400 in this account. Is there anyway I can transfer the money to another PayPal account? This is ridiculous.

4. Under "Choose a Topic," select "Sending/Receiving Money."
5. Under "Choose a Subtopic," select "Refund/Cancel a Payment."
6. Click "Continue" and follow the instructions to refund payments.
Option 2. Money in your PayPal account will be held for 180 days. After 180 days, we'll email you information on how to receive your funds.

A friend of mine got the same message after using his account after a long dormant period of time. He had an overseas customer deposit $5000 in his account. He called and complained that his business was interrupted and he was going to spread the word over the net that Paypal was a problem for businesses. They unfroze his account.

your friend must have a legit reason why he has not posed any security risk,not because he is going to badmouth Paypal/
if you feel you are not doing anything which poses security risk,appeal

You'll have to wait 180 days, no exceptions.
PayPal needs to make sure there are no other claims to your funds by previous transactions.
