Billing agreement asks Brazil user to enter their credit card to complete purchase

I have integrated Paypal into my website to create Billing agreements with end users for subscriptions.
So far so good.
However, one user from Brazil complaints because when he logs in their account, Pyapal asks to enter their credit card information to complete the purchase.
If I try to create an agreement for myself, I enter my Paypal credentials, then I am presented a screen with the Subscription information and with a default pre-selected payment option and a "Agree and Continue" button.
Why this user from Brazil is not getting the same screen?

As a developer integrating payment solution worldwide, I would expect a better solution?
