Are all payments made using paypal safe

Hi,
I run an eccomerce store and I was wondering if someones paid with paypal does that mean they can't have used a fraudulant card and the payment is safe? The reason I ask is my ecommerce platform flagged the payment as medium risk as the buyers country at the time of the order is not the same as the one assosiated with the billing card.
I know sometimes people can still use paypal as a guest and I was wondering does that mean paypal is still susceptible to fraudulant orders being placed with stolen card details?
I just don't want to risk any chargebacks so I just want to be safe.

Yes, I think it is possible, if some of the chargeback cases that come through here is any indication. I would follow your ecommerce system response just to be on the safe side.
