Shipping Drop Down Options Not Showing

I'm working steadily along on getting my site up and running and I'm running into a road block when it comes to shipping.

I have 3 main options for shipping.  1. Pickup.  2. Ground.  3. Free Shipping.  Right now, the ground option is automatically selected and it's not giving me the opportunity to pick any other options.

Is there an option somewhere hidden in the Paypal profile that changes this so the drop down menu will show?

I should also add that I am at the very last step and still no drop down.  All there is left to do is hit "Pay Now"

Resolved the issue myself.  The "All States and Territories" option seems to be broken or just doesn't play nicely with the fact I broke ground shipping down regionally.  When I manually selected all the regions for "Free Shipping" and "Pickup" it works now.
