Same-country card refusal through indiegogo

Hi!

I'm a new business user. Sorry to post on US forums, but I can't seem to find Belgian ones...

I'm currently running an indiegogo campaign, but people seem to be unable to pledge using paypal.

The weird thing is, currently, the people I hear are having difficulty are all Belgian (mostly friends and family, as expected in the beginning of any crowdfunding campaign).

When we were notified by Indiegogo about this issue, we checked some stuff, solved one issue (account balance had to be <0, not 0) and then tried with my wife's Russian Mastercard. This worked. But still, Belgian accounts are refused.

People from the U.S. have been able to make pledges, but currently, all Belgian users get the message 'Credit card invalid' from Paypal.

Does anyone have any idea what the problem might be?

Indiegogo keeps linking us the same 'checklist' page that we've been over a million times, and paypal's phone support said everything seemed to be configured properly on my account.

What type of PayPal Account do you have?   (Personal, Premier or Business)

We're using a business account.

We've found out that it's a visa-specific issue. Users from any country can pay using Mastercard, but (Belgian) users who use Visa can not complete the transaction.

I hope this rings a bel with anyone and it's just a simple account setting we have to update.
