Unfortunately there's really no way to figure out what is going on concerning your issue. As this is a member to member help group, no one here has access to your user account information. We don't know if you have configured your account setup properly or is your affiliate account is setup properly. It's quite possible everything is setup OK and you're simply not getting any responses.
We can speculate some thoughts, for example, do you have either a Premier or Business Account? (In most scenarios, a Personal Account won't work).
Have you confirmed your email address (the one associated with your PayPal Account)?
What type of PayPal Account do your have? (Personal, Premier or Business)
Regardless of the type of account, have you "verified" your account?
As we really don't have any other info to go on, we can only come with assumptions.
