Hello community ,
This is my last resort and last stand addressing my paypal problem , i have tried everything else so i thought may be try community forum as well , i know its us community and i have an egyptian account but maybe any of you had same problem before and could help , any ideas or help are much appreciated
i will try to make this short as possible, i am a new free lancer and first created a business account on paypal thinking its the way to go, knowing better later i asked for a downgrade to personal by email and it was done , after that i asked a client for a payment and provided them my paypal email ,he tried to send it but got some error and said he will try later , i logged to my account to find it limited ,i was like ok maybe they need some documents ,clicked resolution center and started uploading docs , i uploaded my passport , proof of address but then came to what was impossible to do , an invoice for product sold or supplier information, i didn't sell a product nor do i have a supplier , looking further i found i need to provide a proof of delivery for some items i sold ,wth i never sold anything so i clicked resolve now and i found an empty table above this table i am asked to provide proof of delivery for these products each and every one of them which aren't there at all.
Sent more than 20 emails and they never read it at all , all replies came to state that to resolve a limited account i need to head to resolution center and follow steps to verify some items i sold , i tried everyway to tell them i didn't sell anything , and i even tried calling them and lost more than 200 egp -which is like 25$ but its still much in egypt- in the process and been on hold for 1 hour once and 40 mins the other one and couldn't get through to an agent , they keep saying in emails that they tried to call me but found number invalid or disconnected that i changed number twice to verify that
I have nothing else to do and i am so frustrated and i can't ask the client to send payment again if i am not sure i will be able to withdraw it and i have no other means to contact them , i tried calling the toll free number but was told by first agent that she will transfer me to international account department , second one was unable to find my account at all, third one told me that i have to call the international number cause he had found my account but can't help me at all. what makes it worse is i have social anxiety , i don't do well on phone or with strangers by any means ,it was really hard to get through that phone call and still it didn't even help.
anyone who could point me in any other direction other than what i have done would do me great , doesn't have to be the right answer any advise is accepted , my account is still 0.00 usd and i really need to get some payments from clients asap

4 days and not one answer ? no one has any suggestions on how to approach such problem? as i said any suggestions is mostly appreciated
on update to matter i keep sending emails and receiving the same answer over and over , even trying to reply to an email doesn't work , except for one email i got 2 days ago which was very weird , here is the main line
"In the meantime i have reviewed your account and can see that your limitation case is under review after you provided all the required documents , you will be notified as soon as possible"
does this make any sense? i didn't submit all the documents as i stated above its impossible to provide proof of delivery for nothing i sold more impossible when you don't even know what they thought i sold, what i am asking can this be true? can my account be really under review? cause thats all i am asking in fact and after i know that i can wait .

Without knowing the details of your account and the details of your PayPal transactions and actions no one here can provide a solution. You would need to discuss that with PayPal customer service.
Your very long descriptions were difficult to follow in an attempt to figure out exactly what happened.

to try to sum this up for you
1- my account is hold on limitation to review some of my recent sales
2- i am asked for id and proof of residence (which i happily provided)
3- i am asked to provide invoices and business information and proof of delivery for magical items that doesn't show in the resolution center or the table that asks me to provide information of delivery for items in it or even in my account at all , i still have zero transactions and no payments at all have been received yet.
4- i am not a seller nor i am a business owner , i am a freelancer and my balance is 0.0 usd still and never sold anything, still i wouldn't mind explaining those items if they just let me know what they are 🙂
on a brighter notice they informed me again by mail my account is under review which confirms the first email, so if they review it they will know i never sold anything nor i got paid for anything yet , but thank you for your try to help and sorry for the very long topic ,i tried to give every little detail to make it easier to help

As a freelancer I assume you will be selling something; that means you will be operating as a business, so you would need to comply with PayPal business policies.
You could also call PayPal and talk to a cusotmer service agent.

true, my services vary from translations to design and remote technical support, and i don't mind having a business account, but i have no business name or site, i operate through upwork and other sites like it, upwork provides other withdrawal methods,but Mostaql.net for example is one of the arabic freelancing sites and has no other withdrawal method other than paypal.
And i am not sure how to set that kind of business account and what to add in information? also how do i provide invoices for items i sold when i haven't recieved any payments yet?and later on if this happened again(if i ever get out of that limitation loop) what should i provide to paypal to prove my work?
As for calling them, i tried i swear more than 4 hours in total ,each time i get disconnected after about 45 minutes on hold , or even an hour once and now that i have complied to the resolution center and changed to business account i can't find the message center which seems to be universal problem for business accounts

I didn't know there ws a special PayPal business message ceter.
As for invoices, you send the invoice to the customer and the customer pays the invoice. You have a copy of the invoice on record.

Its not special message center, its supposed to be as the personal account message center, but no way to get to it from business account view.
As for invoices i know how it works, what i meant is i don't use them , mostly as i said i use freelance sites, and for other work its built on trust in fact , i provide the service wait for the payment , or did you mean their is invoicing service in paypal that would allow me to issue such invoices for customers?

i give up paypal isn't for me after all
after about 15 days of limitation and still don't know why or what i have to provide to lift it.and more than 30 emails , still my problem isn't solved
they told me in 10/02/2016 that my account is under review and that they have all the documents they need for now,and if they need anything more they will inform me
now 2 days ago i sent an email to check my review status and the answer came in generic form of FAQ answers that i need to provide the 5 documents and after providing them the review will start
the problem is i can't even cheat the system and provide anything because one of the things i am asked for is to provide shipping proof of table of items , the only problem with this is that the table is empty , has totally nothing
makes sense since i never sold anything yet or recieved or sent any money on paypal yet
don't know what to do , so frustrated and i can't open another account to avoid problems in the future since i provided my id for that account already
