IL Sales tax on shipping

According to everything I have read (llinois State Supreme Court’s ruling in Kean v. Wal-Mart.), merchants SHOULD charge sales tax on shipping.  Paypal's tax calculator appsrently doesn't.  

Any suggestions how to proceed?

There is a PayPal sales tax setting to include shipping costs for sales tax.  Go to shipping settings section, I think. It's somewhere.
