How do I get a new Debit Card without getting my account frozen??

About a year and half to two years ago, I made a purchase online only to learn it was a scam. The scam continued to charge my paypal account and I could not stop it. There was no way of cancelling the charges, and PayPal could not help either. So i did what I had to do and report my PayPal debit card as stolen. All was well after that. Well except for the fact I no longer had a depit card.
Well, I was also forced to move during the time and when I did, I requested a new card. But doing so only resulted in my account being frozen. I had to go through a long process of proving I was who I said I was. Once done, my account was unfrozen. I then requested a new card again, now that I had proven my identity. But then my account was frozen AGAIN!! I went through the idinity confirmation process YET AGAIN to unfrezze my account. And i've not requested a new card since.
I sell T-shirts (and other items) online and NEED my PayPal card. I need access to my money to pay bills. It's taking far too long to transfer to my bank account each time.
Can ANYONE inform me as to how to request a new card without my account auto-freezing? And does anyone know why my account would be frozen each time I request a card AFTER reporting the original stolen?

Sorry for the frustration that's brought you here to the Community, happy to shed some light on what's been happening though!
The original reason your account would've been restricted is we have to, in certain instances, verify your identity when you request certain PayPal features. You can read more about the whys of that here.
As for the multiple restrictions, that really shouldn't happen. I suspect that someone didn't push all the right buttons the first time which caused the problems the second. However if you were able to have a debit card issued then you should be fine if you needed to get a new one ordered. And, in the rare instance that you wind up in the same situation, all you need to do is reach out to our customer service and we can get you sorted out pretty quickly. You can call us, Tweet us, or send us a private message on Facebook. But I suspect you won't even need to worry about it. 🙂

I've yet to request another card after the issue happened the second time. I didn't want to risk it. I called up PayPal both times this happened and answered all of the security questions correctly, both times. It has become a large pain in my rear/neck. I'll request a card, once more, but there is literally, no reason for this to be happening.
