Check out this guide as it has info on setting up shipping methods and tables. You should be able to create two shipping methods with associated prices. Note, the shipping price ranges are sometimes a challenge and you may not be able to configure exactly what you need. Shipping info starts on page 380.

If you can't get close to what you need, then your options would be to consider using a 3rd party cart that has the features you need or manually coding your item buttons. If you go manually, you may need to include some additional scripting to get the calculations right.
