For successful payments, the information on your PayPal account must match the information on file with the card-issuing bank. Any small discrepancy in a name, address, or anything else can cause the error. If the information matches, I suggest you to try again at a later date by clearing your cookies, history, cache, etc. from your browser or try using a different browser/device. If the issue persists, please try to complete the payment with a different card/bank. You can also refer this article for the tips of payment declines.
