So I had bought an item from someone, recently. They actually tried to trick me into thinking it is their job to pay customs so I need to transfer the money to him to pay when I know I am the one who pays because it's like a letter sent to me with some kind of information on how to pay for the item. He also tried to have me pay through Friends and Family, which I know not to because it's not only against TOS of Paypal to sell an item and get paid with friends and family, but that there is no protection to a buyer if they pay like that, so they can't open a dispute and get money back. The seller was holding the item for me until I had the money to buy it, he would always ask if I had the funds yet and I would inform him I did not. I would then try to be friendly and just ask him how his day was or something, but he would say, "Cool, just let me know when the funds are ready." It was clear he had no intent to just talk. Eventually, I did get the money, and we were talking all the time about the details. He lives in Germany so I would leave a message and he would respond to it when he wakes up, and sometimes I would stay awake just so we could be awake at the same time and communicate. I paid through business, and then told him I did so and then he...ghosted me. He quit messaging me, he stopped sending replies to my messages. He was so vocal before I paid, but after I did he just disappeared. I am wondering if he can close his account and prevent him from having to pay that money back to PayPal? Like I think you need an SSN to transfer to a bank, but can he remove his address, bank information, and his SSN to prevent being forced to pay back? Will PayPal still reimburse me for my money, and will they be able to catch the guy and get their money back even if he closes an account?
