It sounds like PayPal's internal security system might be blocking the payment from being completed. I suggest logging out of your account for 72 hours from the last failed transaction in order to allow the system time to reset. If you're still unable to send a payment after the 72-hour timeframe, I'd recommend contacting our customer service teams for further assistance.
