In general, technical issues like the one you've described can often be addressed by logging out of everything on your computer, deleting the cookies and temporary internet files, re-starting your system, and trying again.
If that doesn't work, it may be necessary for you to complete your PayPal account profile by adding some information and/or responding to any requests PayPal may have submitted to you via the Secure Message Center (https://www.paypal.com/us/smarthelp/article/what-is-the-message-center-faq3037) or via the Resolution Center (https://www.paypal.com/us/smarthelp/article/what-is-the-resolution-center-faq3327).
If you still run into problems, it will likely be necessary for you to contact Customer Service (via phone, Secure Message Center, Facebook or Twitter) and speak with a Representative.
