The fee was introduced not long ago; before, the refund was for the full amount and I think that the cost for processing the few refunds is unnecessary as the fees PayPal takes from the successful transactions should be enough to cover such costs of the few refunds. In particular, I cannot really 'accept' the fact that the receiver should bear the cost especially if the refund were due to a mistake made by a buyer or because a payment were made before the receiver of the money could intervene (for example a payment is made without the money being requested). PayPal can charge fees to providing services, obviously, but what made PayPal popular was the fact that their fees were competitive and the services offered were excellent. Now I read many complaints and have clients who refuse to use PayPal because the service has deteriorated and it seems to 'punish' merchants offering more guarantees to buyers and less to sellers (or receivers of sums). Moreover, what happens with the sums that are left in a PayPal account for various period of time, is PayPal making any profit (like the banks do) or are this sums just deposited in an account that grants PayPal no profit at all?
