Not sure if this helps, but... One of the times I called PayPal, they noticed that the credit card was not in my wallet as expected. However, I explained the error I was getting, and they finally created a support ticket. Five days later, I was able to apply for the cashback card, but I never heard back on the support ticket. Not sure if they truly did something or if it was just timing. The support at both companies isn't great, as we know. When I call Synchrony, they flat out tell me it's just closed, nothing they can do. However, when I call again and get someone different, they give a completely different response, willing to help, check a few things out, and actually try. It's pretty much the same thing with PayPal; the last person I talked to actually tried and escalated it. In previous calls, I was told it's not there, so it's not their problem, and that's all they could do. I don't get it; it just depends on who you get when you call, unfortunately...
