I am so very sorry that no one from the community was able to respond to you on this, so I wanted to jump in to help. This is absolutely a spoof or phishing email sent by fraudsters with the intent of tricking people into using the inserted link. It almost always take you to a fake PayPal login page so they can steal your login information not only to use on PayPal, but they will often try the email address/password combination on multiple websites.
I know it's been a while, but if you still have this email, please forward it to spoof@paypal.com. Also if you possibly used the link, please change your password and security questions at your earliest convenience. I would also strongly encourage you to run a virus and malware scan on your computer to make sure that a virus wasn't placed to observe internet activity.
I know that situations where your information may be compromised due fake emails and viruses can be very scary, but I assure you that you are 100% protected against any activity we confirm is unauthorized.
