In general, if the system is not letting you complete a payment using your PayPal balance, it may be that our internal security system is preventing you from doing that for security reasons. If you have not added and confirmed a card or a bank account yet, I would advise you to do so as this usually helps to solve this kind of issue. You can find more information about it here.
If this does not work, you can clear your cache and cookies, delete your browser history and wait 48 hours in order to let the system reset before trying to send the payment again. Your last option would be to call our Customer Service and one of our representatives will assist you in completing the payment. If you would like to call in, you can find the correct phone number for your country by clicking 'Help & Contact' at the bottom of the PayPal homepage and then clicking 'Call customer support'.
