Perhaps PayPal sees this as an extremely high risk transaction, so make sure you have a valid credit card on file so you absorb the loss rather than PayPal when the purchase goes bad. Ask the seller to send a PayPal invoice and then you could pay with a credit card directly without PayPal taking any risk.
