I use paypal to buy computer which is $2000 on dell and the payment with paypal is declined ,but when I choose a accessory which is $100 I can use paypal to pay for it,and this situation also happened on best buy,I don't know the reason for it .
If your account is not "verified", most likely there are limits - if possible, you should have both a bank account and credit card linked and confirmed for starters.
Perhaps PayPal sees this as an extremely high risk transaction, so make sure you have a valid credit card on file so you absorb the loss rather than PayPal when the purchase goes bad.
Ask the seller to send a PayPal invoice and then you could pay with a credit card directly without PayPal taking any risk.
