@DPCreations I dont know Paypal policy on forwarded shipment or refusal to pay customs duty ,I know Ebay policy is that the buyer loses his buyer protection. But what does it mean,it just mean he will come to Paypal and complain or go to his cc issuer? These days ,Paypal robot tackles the cases first,it takes the tracking number and go to the carrier site to find a match,if it said delivered,then the seller wins,but what kind of code is forwarded or refusal? Only Paypal programmer would know.besides with different carriers,Paypal robot has to know all the return codes and how to interpret them. There was a time scammers would be changing the address of mutual fund holders and then ask the mutual fund to send the redemption check to the new address,all this is done when the mutual fund holder is away on vacation,or stand outside an apt to acept a shipment,USPS postal clerk wil then ask him to use his key to openthe front door before he will handover the package. AND new tenant will get letters like preapproved credit card invitation for the previous tenant and use the phone left behind by the old tenant to get a credit card ,see,old tenant usually leave without cancelling his phone,figure it will die a slow death when no one pays the bill or new tenant applise for a new phone. The buyer should contact his post office,what else is being forwarded?
