Paypal has a payment on hold assuming I have sold something. I have not. It's a payment for completing surveys on https://freecash.com/r/022d16bace Why would this happen?

Hi I tried to order from just eat.co.uk. Paypal the money from my bank but didnt pay the merchant now there is a message on my paypal account saying "On 3 November 2020, £18.56 GBP was preauthorized for a purchase on your card xx-<removed>. If it isn’t completed or it’s completed for a different amount, any pending amounts will drop off, usually within a day." They didnt pay justeat the money so whats going on? My bank said the payment definately left my account successfully

The world is in recession, Many people are either working from home or self isolating. Paypal is a lifeline because you can normally transfer directly to your bank account. Something has happened this afternoone meaning a LOT of people are not receiving payments. Shame on you paypal some of us need our paypal funds to pay rent, feed our children. Pay bills. This is the worst time for your IT department to fiddle with your algorithm and prevent people feeding their children. Personally I have £0.12 pence in my account and would appreciate you fixing this NOW! We are in a global pandemic this is not fair!

Are paypal having any problems at the moment? Some payment I am receiving are showing in my transaction history but not in my balance. The ones that I am showing and withdrawn say pending even though they are not under review. Yet I withdrew a test amount of £0.12 and it instantly hit my bank account.... Weird

It's only £2.96 but when I try to add funds I get a message saying... "We're sorry, you don't have permission to complete this action. For more information, contact the person who controls your account permissions." What does that mean?
