We had the same issue with platform app. We have sellars with merchant ID. v1/checkout/orders/ API returned the same error only for sandbox enviorment when payee.merchant_id is a sellar's merchant ID. Setting app's account ID as merchant ID param worked.

Sorry, but this may be really helpful to me. So can I get some kind of ID through de API, that can be searched in my account transacctions? Right now, the API gives me IDs that later just doesn't exist in my transaction list. Is there any other tag I can get from the API? Thank you in advance.

I've been having similar issues. The sandbox appears to give errors randomly and often. The status page is not being updated to reflect the actual status of the sandbox.

I got same issue and I send the same data to production credential , it work successfully. They want we are working development on production.haha

We are located in the US and getting same message. How to enable "business pro". Not seeing that option. Also, can you please confirm what should be the URL. We are pointing to "https://api-3t.paypal.com/2.0"
