You get no text on the screen, is that correct? Do the 4 green lights flash on when you press the blue button to start? Once it starts you should see the bluetooth symbol on the left and the battery fill on the right. You should also have text on the screen as it starts. You could phone PayPal customer service and talk to a PayPal Here specialist; they have well-qualified people to help.
