PayPal phone rep said eBay cannot do anything to solve the problem because the glitch was created by PayPal on PayPal's I.T. system. Tracking confirmations are already recorded in PayPal's system and eBay's system. Buyer's signature is also recorded. Everything is verifiable.    This is a very vulnerable position for a seller who's always conducted business in good faith and with 100% positive reviews since becoming an eBay/PayPal customer almost 5 years ago.  ... PayPal Glitch Holds Funds From Sellers

PayPal has admitted they've got a glitch in their system that will not allow funds to be released, even if the shipped items have been received by buyers. 2 days ago via phone, they instructed me, the seller, to contact the buyer to request he access his own PayPal account via web browser (not the PP app) and click that the item was received. Until the buyer does so, I won't have access to those funds. Is there really no way PayPal can release the funds? See details below: Package was timely sent from seller in USA to buyer in USA.  Shipping method was USPS Registered Mail, Signature Confirmation, Return Receipt Electronic.  Package was tracked properly and delivery confirmed by USPS Sept. 26, 2018. Signature confirmation is now recorded in USPS digital records. PayPal told me they have a glitch within their own I.T. system, of which PP is aware and trying to remedy.  PayPal assured me there is no problem with accounts of seller or buyer or eBay. The hold on funds problem is NOT a standard multi-day hold situation. Contacting eBay will not help b/c PayPal is solely responsible for the problem.  Paypal stated the funds should have been released 1 day after USPS delivery confirmation.  At this time, my only option is to request the buyer manually confirm receipt of items by clicking somewhere on his own PayPal account. I've emailed the buyer but he's not responsive. PayPal stated the buyer cannot confirm receipt via the PayPal app. Manually confirming receipt of parcel is only possible via web browser access of the buyer's PayPal account.  Until the buyer confirms receipt of package, I have no access to the funds on hold with PayPal.      ... Just spoke to PayPal customer service in re: using my credit line available on PayPal Business Debit MasterCard to make purchases on Amazon.   Answer: Amazon does not accept PayPal credit, including the credit line granted to the PP Bus. Debit MasterCard. Customer Service said there is no alternative card, such as a PayPal credit-only card, that can be linked to my existing PayPal credit line so Amazon would accept and process the transaction as credit, not debit.    Details: that means my recent Amazon transaction was processed as a debit and accessed funds in my checking acct because I previously designated my checking acct as the primary backup payment method for the PP Bus. Debit MC. To avoid any future surprises, I've deleted all designated backup accounts for use by the PP Bus. Debit MC. I presume that, in the future, if a merchant or Amazon doesn't accept PayPal credit, the transaction would be declined without a backup funding source designated by me in my PayPal settings.    However, PayPal does allow its credit line to be used to send money. Hi Dustin,   As an eBay seller, I've been frustrated by the time delay required for me to be able to transfer sales revenue to my bank account. Paypal always requires several days for the "pending" status of the buyer's funds to be eligible for transfer. Then it takes several more days for the cash to actually reach my account. With banking technology available that permits verification of the eBay buyer's immediate payment and the subsequent capacity for the seller to print the shipping label and put the item in transit on the same day, it seems very unfair that Paypal holds funds as "pending" for days, followed by several days more for my bank to receive those same funds.  I've called Paypal to request expedited transfer of as little as $100, but they refuse to do so, claiming the funds are routed through multiple financial institutions before I can receive real money. The Paypal phone contact advised me to apply for a Paypal debit card to get access to funds faster. I just made that application.  By contrast, I can pay my utility bill electronically either through the utility company's webportal or through my bank's website with near immediate results verified by the recipient.  Here are my questions:    1.  why does it take so long for the "pending" status to be removed? 2.  why does it take so long for funds to actually transfer to my bank (I'm in California, as is my bank)?  3.
