Why is security code required multiple times?

When logging in I often get a message that my password is wrong, but I know it as well as I know my own name. I then have to request a securuty code. They often take a long time to arrive, and usually 2 at a time. When I enter the code, it is often rejected and I have to go through the nonsense again. I finally get access to my account but have to go through the repetition process again and again in order to transfer out my money. About 2 years ago I received an email from PayPal thelling me that I don't have to go through the 2 step verification because they recognize my device. Ha Ha! I am sick of getting the runaraound. ... I sell business e-books that can only be downloaded after payment is received. The Instant Payment Notification system has worked well until 2 days ago. A customer paid, access to the download was unlocked, and he downloaded the book. I have not received a payment notification.  I know he has the book, because he complained that it was not the latest version. He was quite right, because my webmaster was late in uploading the newly revised book to my website. Contacting PayPal is near impossible. ... View more

PROBLEM SOLVED! I simply ignored the notice to add bank account and lo and behold the transfer went through. It appears that PayPal's system might have caught the Coronavirus and I just found the cure. ... View more

Since I first posted this question I have successfully transferred funds to my bank account. That was June 17. Now I want to transfer funds to that same bank account but I get the message Add Bank Account.   This makes no sense, because a) I only have one bank account, and b) It is obviously verified as it has been for years and transfers are possible as the successful immediate transfer on June 17 proves.   What is going on? I simply want to withdraw funds to my verified bank account as I have been doing for years, but now I constantly get the message "Add a Bank Account". I have been notified that a customer disputed a transaction as unauthorized. The peculiar thing is that I was the customer, testing the IPN on my website, and I obviously did not dispute the transaction, although my alternative email address appears in the notification of the dispute.   On the resolution center page it shows that it is still under review (since 25th October) and I find it impossible to enter a response. The instructions to do so do not match the capability of the resolution center page.   I am currently overseas, so to contact by phone will be an expensive exercise. Can I make contact via email? The message part of the Help section on my account page dictates irrelevant subjects as my only option there. ... View more
