IPN has failed to work after previously working

I sell business e-books that can only be downloaded after payment is received. The Instant Payment Notification system has worked well until 2 days ago. A customer paid, access to the download was unlocked, and he downloaded the book.

I have not received a payment notification.  I know he has the book, because he complained that it was not the latest version. He was quite right, because my webmaster was late in uploading the newly revised book to my website.

Contacting PayPal is near impossible.
