On PayPal we don't associate your debit card with your bank account; we see them as two separate funding options. That's why you can still use your debit card to make payments.
It sounds like the bank account direct debit has been cancelled. When all the pending payments from your bank account have failed the bank account will be removed from your PayPal account for security reasons. When this happens contact PayPal so it can be enabled in order for you to add it back on and set up your direct debit again.
