As kernowlass rightly advised it may be the best to call PayPal Customer Servise as they will be able to review your PayPal account.
You can also try logging in to your PayPal account to check if phone numbers are now correctly inputted, clean cash & cookies at completion and possibly change web browser. Try to make transaction then, if it won't work you can ask the seller to send you Money Request which will allow you making the payment.
If you will still encounter issues after completing all these steps I would recommend making a call to Customer Servise Team.
