As long as you have a backup payment option eg. your bank account linked to your PayPal account, or your credit card on file with PayPal I don't see why you couldn't make a purchase.(if you get an error message when trying to check out call customer service)  Have you received any info from PayPal saying that your account is restricted until the negative balance is reconciled?  Because if you have then you will have to contact customer service to sort it out..Or just wait for your funds to be available.  I have made lots of purchases when my PayPal account balance was zero dollars and it just pulled the money directly from my bank account - If you have an account on file I wonder why it would not have done that to take care of the negative balance.  Again another question to ask PayPal.  Hope that this is of some help 🙂 ... sajjad,      I would say at this point your best bet is to call PayPal customer service and just explain the situation.  International debacles of this type are really a pain, and sometimes PayPal cannot help  - but it certainly is worth talking to them because 76.46 is not chump change.  I am always weary of a seller that requests shipping by boat, it is one of the slowest and most unreliable ways to ship (hence the cheapness).  I hope you have some luck with customer service, they are usually great in these types of situations because they have info on the seller that you are not able to access.  Since it was a transaction that was not on eBay though I am not sure if it falls under the buyer protection.  PayPal will be able to tell you that right away too.  Hope this is of some help 🙂 ... Hello emmacarey,        To me it sounds like all you should have to do is fill out your first and last name.  I know it says that you have to have it exactly as it appears on the card, but if only the two fields are provided I think that should suffice.  If that does not work for some reason the next step would be to get a hold of customer service,  but I doubt you will have to. You should be able to pay anywhere that accepts PayPal.  Just look for the pay with PayPal link on any web page that you are buying something from and click on it.  You will then be asked to log into your account and then you can complete the transaction.  eBay and Amazon etc... are very easy to use PayPal on.  It will just depend on what type of web site you are trying to make a purchase from, some don't accept PayPal at all. ... Call customer service immediately.  This may be a seller trying to extort more funds from you, or it could just be an honest mistake.  Either way you need to get PayPal involved - they can tell you while you are on the phone if the money has gotten to the other seller or not.  This is your best bet when dealing with this type of issue.  Hope this is of some help ... If you have money available in you PayPal account it should be instant.  The waiting for funds is the most frustrating part...6 to 8 business days is a long wait.  In the U.S. it is around 3-5 business days, and I even got tired of waiting that long.  I now don't transfer from my bank account, I just make the purchase and PayPal automatically deducts the payment from your bank account.  Saves a lot of time and it usually posts to your bank account within 2 business days.  Hope this Helps ... I am a seller in the U.S.A. and yes it sometimes does take that long.  If it has only been 4 business days since the transfer it may only be another day or less. I have been told by PayPal customer service when I called on a similar issue that it can take up to 5 or more business days.  Something about the money having to go through the Federal Reserve before it can be posted to your account.  If it takes more than 7 business days I would certainly call customer service though.  Hope this helps....and I don't know if your being in Australia makes any difference but I suppose it could ... Call PayPal customer service immediately.  This could be fraud and they want to know about it asap so that they can investigate.  Make sure you save those emails because they will want you to send them to a certain email address so they can be looked at to see if they are also fraudulent.  Hope this helps ... The one dollar charge is just ot verify that you are using a valid card.  If you were to call your bank they would probably tell you that it is a hold and not a charge.  It should be credited back to you at some point.  If not contact paypal customer service by calling them.  I find emailing them to be a waste of time when you can get right through on the phones.  Just go to the contact us tab on your home page for the number.   Hope the helps ... If you have not contacted customer service by phone I would do so immediately.  There is no reason at all that PayPal should ever hold funds that long.  Once you get a live person on the phone I would just let them know what is up and they may be able to take care of it while you are on the phone.  at least that is the response I have recieved from them in the past.  Good Luck  they should be able to help. ...
