sajjad, I would say at this point your best bet is to call PayPal customer service and just explain the situation. International debacles of this type are really a pain, and sometimes PayPal cannot help - but it certainly is worth talking to them because 76.46 is not chump change. I am always weary of a seller that requests shipping by boat, it is one of the slowest and most unreliable ways to ship (hence the cheapness). I hope you have some luck with customer service, they are usually great in these types of situations because they have info on the seller that you are not able to access. Since it was a transaction that was not on eBay though I am not sure if it falls under the buyer protection. PayPal will be able to tell you that right away too. Hope this is of some help 🙂
