Not sure if you are the seller or buyer here. If you are the seller, I run across this problem often. That is why I ship all orders with signature confirmation. That way, if the buyer were to open a chargeback claim with his/her bank, you have proof they authorized the transaction and received the item. This will avoid you losing your money. Also, eChecks are highly unrecommended because I have had many of them bounce weeks later and I was out my money and product. That is why signature is required for ALL shipments no matter what and eChecks are no longer accepted. If you are the buyer, it is easy. Contact your financial institution for assistance. PayPal is something like a middle-man and they aren't your financial institute, they are just a way to pay your sellers. If you contact your financial institution, a refund should be issued immediately. Also, I recommend filing a complaint with the Internet Crime Complaint Center, or IC3, a partnership of the FBI and the National White Collar Crime Center. The FBI takes these cases extremely seriously and usually results in action such as arrest, product acquisition and not to mention, PayPal is severely fined and punished for closed cases in your favor (as they are also held responsible for not resolving this obvious case).
