Okay, so today the seller escalated my dispute to a claim. What does this exactly mean? He commented in the dispute: He has baught a website from us, he started to like it, when we just started to make it he said that he wanted something else.It does state on our website that upto 5 changes, not 2 restarts!(Website is down at the moment for repairs)Our Rules are:- 1 week, we must start- 1 month, we must finishIt does also state that the client is not allowed to set a time set, he said 'You have 48hrs to get it done or i will get a refund' In the UK that is blackmail It seems like this is some sort of kid trying to play games with me. I had never said anything about starting over, not even changing anything. I simply told him to start working on the website, or I would otherwise ask for refund. He has no proof of delivery and neither do I. What should I do? Continue with the claim? Also, I read on some forum that PayPal will ask the seller for proof of delivery and if he can prove it then he wins the claim. What happens if he cannot prove delivery? I understand how this would work for physical items that require shipping, but how does this work for services? Thanks in advance. PS: He does say on his reply that I changed my mind and wanted something else, I am thinking of what would happen if I said: "Okay, no changes, continue with what you started"?
