I have seen many complaints about the buyer protection policy and how there is no protection for the sellers, and you are exactly right. I called paypal yesterday upset about a dispute with a nasty buyer and scammed. I was basically told this. The buyer is always right, even when they are wrong they are right,(not in those exact rules) here is why. Paypal fears they will go to their CC company and just get their money back anyway, coming out of paypals pocket , so now paypal takes it out of your pocket first before they get it out of theirs, they don't need a good reason or a valid reason. Paypal is protects only 2 people, first comes paypal, then the buyer. If you are a seller you would be better off accepting checks and money orders or close your ebay and paypal account like I am doing. Open your own website, you don't need ebay who owns paypal. Now here is where paypal is wrong. You can't just call your cc and say I don't want to pay for something and then say OK, and get your money back like that. It takes months , and lots of paperwork to get your cc co to issue refunds and you don't always win the case, they don't deal with small frivolous excuses like paypal does and issue refunds , they don't have the time for that, But paypal does, They are so afraid someone might actually go thru the long process and win, that the rush to beat them to it. They have become worse than cc companies as far as letting every petty complaint a buyer makes come out of your pocket. You cannot even voice your opinion on your dispute page like you used to be able to, they don't want to hear it , why? Because it is irrelevant. You can call but they will only argue with you, they wont even let your voice your dissatisfaction, at least the American customer serve reps wont. I prefer the ones from India when dealing with cuts service, you many disagree but they are more polite, professional and don't turn it into a psychological shoving match like you get with most American female phone reps. Also, since ebay and paypal are owned by the one in the same, you will notice that the buyer can leave bad feedback about you, and when you go to leave feedback about them , you can only leave postive feedback, there is not even an option to leave negative feedback! Even too they could be scam artist, you can't tell anyone. Now that is the other slap in the face you are dealt with. So I say, who needs them, until people close their accounts nothing will change.
