Hi, I also have the same problem. Very better If we could switch to a different payment gateway like Stripe which is really very great when sending and receiving payment If compared. That's the only solution...I think as many of my friends who work for US financial institutions thought that PayPal has implemented such a worthless technique to HOLD millions of dollars every day just to enhance their fund capacity by showing some silly/useless reasons to their customers... But, I don't know the exact reason which is in behind this game blaming algorithms and etc., But, Anyhow, PayPal is teaching us a lesson that we should be ready to have the best PayPal alternatives soon...
