I should clarify. An email is not sent out when the debit card is sent but you should have received an email within a couple days letting you know that the application has been approved and the card will arrive within 2-4 weeks.
It's been a long time since I ordered mine but I remember receiving an email within 2-3 days saying that my application had been approved. After that it took about 2 weeks.
If you never received an email that the application had been approved, I would try to submit the application again.
