That's correct. Here's why: Bank transfers take 3-5 business days to clear from your bank. When you make an Instant Transfer, PayPal is actually paying the seller that money on your behalf, almost like a little loan, secured by the backup funding source in the event that the bank transfer fails. Without the confirmed backup funding source, the funds have to clear from the bank before they can be available to the seller.
