Payment sent by E-mail

Hi I sent a friend a payment via Paypal yesterday.   How do I know whether she has received it?  She hasn't acknowledge it yet!!   I don't know if she has Paypal or not.  Will she be able to see it or receive it if she doesn't have it?  If she doesn't have it, how do I cancel the payment?  Thank you.   ... I received a pair of boots from a vendor that faulty in numerous ways.  Mainly, they did NOT fit - even though they sent me the size that I asked for (size 7).  The choices Paypal give when opening a dispute are limited and I wasn't sure which one to choose.  So I chose "Item not as Described" - I was not just referring the wrong size, but the poor quality of the item as well.  The description of the boots and what they were made of were false (I checked with a shoemaker) and the sole was so thin so they were not waterproof as stated.  They also said there was a 'lift' that came with it; but there was no such thing.  There were too many reasons to list as to why these booties were not what I expected.    So, I've been trying to re-open the dispute with Paypal online, but I am getting nowhere.  It is not allowing me to do that for some reason.  I can provide them with additional information (included in the vendors description) that doesn't match up with what I received.  Other reviews on the site are complaining of the same issues; however they were backed by a credit card and got their money back.  These booties cost $55 and it's too much money for me to overlook the bad quality that they are made of.   Based on the fact that they did send me the right size - my claim was declined.  But, in addition to it being an irregular size, it also was of poor quality and in the description they gave.  Paypal was supposed to call me back - but never did.  How can I reopen the dispute??  As I said, i've tried several times, online.   Thank you.           ... Actually, just managed to get someone on the phone when trying to do something - and did it wrong.   I explained the situation - and she fixed my dispute to 'not-received' after i told her about the situation.  And, that I was unable to reach the seller, etc.   She told me that when the package arrived - just NOT to accept it and then it would be sent back to the sender and I should receive a refund.   So, my dispute has already been changed to "not received my package"...so all I can is wait.... ... I was suspicious of my order and wanted to cancel it within an hour of the purchase; Paypal couldn't do it and I had to wait.  Now I'm having trouble contacting an agent on Paypal to help with this.  I did file a dispute, but don't know if it was for the right reason!  Whatever item may be sent (or not) I wouldn't accept it and will send it back; but I'm unable to reach the seller in anyway.  All I want is a refund and cancellation of this order.   ... When I first placed the order, it was advertised in between other Hewlett-Packard orders (with the HP logo) along with a few from Amazon, etc.  One had a reasonable price, so I clicked on the item (a printer) and purchased it right away using my Paypal account.  Then I received an invoice summary from Paypal that had the vendor's name as "Angelina" (not HP) and the category was 'bowling'.   I tried to cancel my order immediately after, but paypal would not let me do that - even though it was still pending.  I tried to cancel the order per the E-mails given on the purchase, but they were both bounced back to me and I was unable to reach anyone.  The next day, I got an E-mail from 'Paypal' telling me that the item has been shipped (I don't remember ever getting an E-mail from Paypal giving the shipping details).  And on it, there was a bit more information with a different contact E-mail.   I looked at the additional information on the E-mail, and it said they were a small start-up company from China, etc.  I tried E-mailing the new contact info to tell them they should not have shipped the order, given that I had written them to cancel it the day before.  Yet, the next day I was told it was shipped.  I get the feeling this is a fraudulent company since I have not been able to reach the vendor on any of the contacts that were provided to me.   IF I do get an item shipped to me, I plan to "return it to sender" as I don't want this product where I can't get a warranty, etc.  I say IF, because now I'm not sure the company exists at all.  I don't know the best way I can contact Paypal to tell them this information.  The resolution center wasn't clear for this type of transaction.  I really don't have to wait to dispute the charge.  I would like a refund which I asked for an hour after I placed the order when I suspected something was wrong.   I'm attaching a screen/shot of Paypal's (or is it Paypal?) information about shipping.     ...
